What
is NIMA?
N
I M A
is not a fly by night political movement that has been created by a compromise
or a political agreement of one or a group of political parties. This movement
is the natural progression of the continuous national struggles and national
liberation movements, which have been part of the glorious episodes in the chequered history of our country.
Why
NIMA?
Afghanistan
today is a land devastated by decades of wars, drought and political repression.
We have learned from our painful experiences that authoritarian and
highly personalized forms of governance, ethnic discrimination, and human rights
violations have been at the root and center of our conflicts.
Conversely, we have also learnt that only democratic governance by
protecting minorities, encouraging political pluralism, and upholding the rule
of law can channel internal dissent peacefully, and thus help avert the kind of
civil war that has taken such a heavy toll on our people in Afghanistan for the
past 23 years.
In
such a highly fragmented and fractionalized society, our effort is to create a
democratic political order, not to fall victim to a climate of
winner-takes-it-all, where consensus and compromise find little support, and
each faction is interested only in protecting itself, and enhancing its power.
That is the challenge that NIMA faces today in Afghanistan: to help the
people of Afghanistan to put this devastating past behind them, and to realize,
finally, that we can all benefit from a policy of compromise and power-sharing
that will address the needs of the people, rather than the narrow interests of
factional leaders or neighbors.
The
terrorist attacks on the United States on 11 September 2001, and the consequent
military action in Afghanistan, have created a new environment that presents
daunting challenges to the international community, but for Afghanistan it is
new opportunities and a fresh start for rebuilding our nation.
First
and foremost, we must assist the UN for the humanitarian needs of the Afghan
people. And we must recognize and
support the UN resolutions on the type of government compromised for
Afghanistan.
NIMA
recognizes, analyzes and supports the key solution to our crisis, in which the
support ultimately must come from the women and men of Afghanistan itself. NIMA
puts a commitment to ensure that Afghan women shall have an active roll in
Afghanistan government and policy making. NIMA
is also positively committed to bringing women into every stage of the political
process in the country. We are
pleased to say that many women have already registered with NIMA to return to
their old or find employment in newly created jobs.
NIMA
will rely on the expertise and initiative of men and women of Afghanistan
themselves in the long-term effort to rebuild and rehabilitate our war-ravaged
nation.
NIMA is focusing its immediate efforts on helping our people to create
the kind of representative, accountable government we deserve. NIMA is also
mindful of the need for democracy in other parts of the world.
It is understood that the obstacles to democracy have nothing to do with
culture or religion, and everything to do with the desire of those in power to
maintain their position at any cost.
The
wounds of violent
and repressive rule such as those inflicted on Afghanistan in recent decades
will not heal overnight. Nor will
they be addressed by words or good intentions alone.
But if society of
Afghanistan, is given the political and economic breathing space through
democratic governance, human rights and a measurable improvement in the living
conditions of ordinary Afghanistan women and men, it can escape that vicious
cycle, and become as free and open as its people desire.
What
does NIMA stand for?
NIMA considering the cultural and ethnic
differences of Afghanistan, when giving priority to independence, territorial
integrity, national sovereignty of our country, is of the opinion that obtaining
peace is the most urgent necessity at this time.
A unified and United Defence Power for national and international
security has to form within our country under the supervision and mediation of
the UN.
Establishment
of a transitional government which must be accompanied by the country’s
political, social structure, covering all ethnic groups, tribes of Afghanistan
without any gender, race, and religious discriminations, treating them with the
equal rights and advantages.
As
the state structure is concerned, we believe that together with the
reconstruction and rehabilitation of Afghanistan and providing the condition for
a relatively proportionate social-economic-development of the country, serious
steps must be taken later to form a strong federation like the United States
(Federal State) based on the national interests of Afghanistan. NIMA believes
materialization of this goal will result in real national unity, which would
protect and guarantee the independence and territorial integrity of Afghanistan.
NIMA is aware of the fact that achieving this goal is not an easy task,
but achievable All it needs is perseverance, support and hard work.
What
is NIMA’s policy?
NIMA
believes that any citizen of Afghanistan who doesn't follow Islam is free to
practice their religious ceremonies according to law.
NIMA
believes in:
1.
Defending the Islamic Sovereignty, territorial integrity, national
independence and refusing any kind of foreign interventions.
2.
Supporting creation of a strong unified Defence system in the framework
of a National United Force.
3.
Providing equally political, economic, social and cultural rights to all
nationalities, ethnic groups aimed at strengthening the national unity of
Afghanistan.
5-
Democracy and freedom of press and speech in the country with respect to
national interests.
6-
Providing equal rights, and opportunities for women.
7-
Preparing an effort to the graceful and manageable conditions for the
returning refugees to their homeland. Using
internal resources, NGO's, the UN and other international relief organizations
for help.
8-
Considering the principles of a true survey of national census for any
election system and electing representatives for parliament and councils.
9-
Development of health care centers. Giving full support for handicapped
and disabled persons and for the family members of martyrs.
10-
Paying respect to private property, joint and state property, encouraging
and supporting of national traders and private businesses based on market
economy.
11-
Implementation and development of handicraft industries, while supporting
small businesses by providing market for their products.
12-
Rehabilitation and development of the irrigation and agricultural system
to give help to farmers, gardeners, cattlemen and fighting agricultural plagues.
13-
Rehabilitation and development of the cultural heritage system in tandem
with scientific development to keep pace with the competitive world today.
14-
Generalization and expansion of a public literacy and basic education
campaign in mother languages, intensive higher education programs in
international languages, development of national literature, culture, and
history of the country.
15-
Rehabilitation and reconstruction of schools, hospitals, cemeteries, holy
places, historical heritage monuments and other cultural centers.
16-
Waging continuous war against any types or forms of production, storage,
usage, selling and smuggling of narcotics.
NIMA’s
over all policy:
National
Islamic Movement of Afghanistan (NIMA) is actively determined to work
independently with groups, organizations and the United Nation in order to end
the tragic conflict in Afghanistan.
NIMA
promotes national reconciliation, stability, reconstruction of homeland, lasting
peace, fight against national and international terrorism, and respect for human
rights in the country.
NIMA
reaffirms the independence, national sovereignty, national unity, and
territorial integrity of Afghanistan.
NIMA
acknowledges, and respects the right of the people of Afghanistan accordance
with the principles of Islam, democracy, federalism, and social justice.
NIMA recognizes the need to ensure broad based representation of all segments of the population in the arrangement of fully representative government.
